Since our founding in 1977, we have been leading the way in finding, assessing, and applying what works in the practice areas below.

Who we are and what we do. DSG is a woman-owned small business with headquarters in Bethesda, Maryland. We work with federal, state, and local agencies, with a primary focus on addressing the behaviors and behavioral health of high-risk populations. We do research and evaluation, training and technical assistance, and management consulting. We currently have more than 50 employees, more than 500 consultants, and numerous partnering universities and companies.
Our mission is to use science in the service of people. We have staff, consultants, and partners who are research leaders in their fields, and who have held management and policy leadership positions in federal, state, and local agencies. As a result, we can mobilize both rigorous science and practical experience to address pressing problems of high-risk populations, to bring about real-world results that make a difference.
Our work ethic is to go the extra mile, even under extreme time pressure to produce excellent results, and to work closely and collaboratively with each of our clients. No time line is too extreme for us. We get the job done.
Agencies we work with, under grants and contracts, include agencies in the U.S. Departments of Justice, Education, State, and Health and Human Services, as well as state and local agencies. We have received exemplary ratings on more than 150 projects funded by these agencies over the past 25 years.
Topics of special concern, on which DSG has cutting-edge experience and expertise, include juvenile justice, criminal justice, education, behavioral health (including mental health and substance abuse), violence prevention, terrorism, child welfare, minority behavioral health, and disproportionate minority contact in justice systems.
Products and services include research, evaluation, training, technical assistance, assessments of evidence-based interventions, quantitative analysis, qualitative analysis, creation and maintenance of web-based repositories of information about evidence-based interventions, rigorous literature reviews, creation and maintenance of attractive and usable web sites, and the planning and convening of major national and international conferences.
Our nonprofit, the Institute for Community Studies is the nonprofit sister company of Development Services Group, Inc. ICS is committed to using our expertise to improve outcomes and the quality of life among those we serve.
